The men behind the Delhi module seemed ordinary, including Professor Umar and his close aide, Dr. Muzammil, who was also associated with the same university. Furthermore, it has come to light that this cell was affiliated with proscribed outfits like Jaish-e-Muhammed (JeM) and Ansar Ghazwat-ul-Hind (AGuH), both known for their Pakistan-backed ideologies.

The handler, Ukasa, orchestrated the planning, meticulously guiding the operatives from thousands of miles away. Specifically, investigators found that the initial contact was made through Telegram. However, the group quickly transitioned to encrypted communication platforms like Signal and Session to completely avoid detection and leave minimal digital traces. The 2022 Trip: Planning the Carnage

The actual blueprint for the "spectacular" series of planned strikes was reportedly hatched back in March 2022. This was when Umar Un Nabi, along with three other operatives linked to the Pakistan-backed groups, travelled to Turkiye. Indeed, Umar spent two weeks in Ankara, where he presumably met with Ukasa or his intermediaries to finalize the operational details and secure resources.

This trip was pivotal, as it marked the transition from ideological radicalization to concrete action planning. Therefore, the subsequent actions of the cell, including the procurement of heavy explosives, directly stem from the agenda set during this overseas visit.

A Larger Conspiracy Uncovered

The attack that took place was intended to be the start of a massive, multi-phased operation across several key Indian locations. The sheer scale of the terror plan, directed by Ukasa, is chilling.

Additionally, the police successfully recovered over 350kg of explosive material, which included ammonium nitrate and traces of RDX, accumulated by the group since 2022. This led to Dr. Muzammil’s arrest in Faridabad, pushing Umar to carry out the single vehicle-borne IED blast in desperation.

The uncovered plan included:

  • Multiple Vehicle-Borne IEDs: The group procured several cars, including the Hyundai i20 (used in the blast), a Ford Ecosport (recovered), and a Maruti Brezza (still being searched for, suspected of containing explosives).
  • Armed Follow-Up Strikes: The IED explosions were designed to be followed by armed attacks, maximizing the chaos and casualties.
  • Targeting of Key Landmarks: Dr. Muzammil conducted multiple recces of the Red Fort in Delhi in January this year, potentially planning a strike to coincide with a major national event like Republic Day celebrations in 2026.
  • Ayodhya on the Hit List: Moreover, the probe revealed that the group also planned an attack in Ayodhya, timed around November 25, to disrupt a symbolic event related to the Ram Mandir.

The Hunt for the Global Puppet Master

The trail of this conspiracy continues to point back to Turkiye, where Ukasa’s digital footprint is being scrutinized. Thus, the investigative agencies are now working closely with foreign intelligence services to trace the handler's overseas transfers and definitively establish his direct links with Pakistan-based terror outfits. Despite this, the sheer volume of encrypted data makes the hunt challenging.
